      Funds allocated by counties for title III county projects may be used only to: 1 carry out activities under the Firewise Communities program to provide homeowners in fire sensitive ecosystems education on, and assistance with implementing, techniques in home siting, home construction, and home landscaping that can increase the protection of people and property from wildfires; 2 reimburse the participating county for search and rescue and other emergency services, including firefighting, that are performed on a national forest after the date on which the use was approved, and paid for by the participating county; and 3 develop community wildfire protection plans in coordination with the Forest Service acting on behalf of the Secretary of Agriculture. Such a withdrawal shall be deemed to be a rejection of the project for purposes of section c. Project funds may be used by the Secretary concerned for the purpose of entering into and implementing cooperative agreements with willing Federal agencies, State and local governments, private and nonprofit entities, and landowners for protection, restoration and enhancement of fish and wildlife habitat, and other resource objectives consistent with the purposes of this title on Federal land and on non-Federal land where projects would benefit these resources on Federal land. The returned funds shall be available for the county to expend in the same manner as the funds reserved by the county under section d 1 B i or c 1 B iwhichever applies to the funds involved. Funds unobligated in one fiscal year remain available in the following fiscal year until September 30, by which time title II funds must be obligated or be returned to the U.

      The current RAC charters filed in January provide for days of membership continuity, so if members are not appointed by August 15, current members will continue to serve on the RACs until December 15,or until new members are appointed. The resulting steep decline in timber sales decreased the revenues that rural counties and school districts received from forest management activities. Funds allocated by counties for title II special projects are reserved in a special account in the General Treasury and may be used by the Secretary of Agriculture for projects that improve the maintenance of existing infrastructure, enhance forest ecosystems, and restore and improve land health and water quality on national forests. The purposes of this title are-- 1 to promote healthy watersheds and reduce the threat of large, high intensity wildfires, insect infestation, and disease in the forests in New Mexico; 2 to improve the functioning of forest ecosystems and enhance plant and wildlife biodiversity by reducing the unnaturally high number and density of small diameter trees on Federal, Tribal, State, County, and Municipal forest lands; 3 to improve communication and joint problem solving among individuals and groups who are interested in restoring the diversity and productivity of forested watersheds in New Mexico; 4 to improve the use of, or add value to, small diameter trees; 5 to encourage sustainable communities and sustainable forests through collaborative partnerships, whose objectives are forest restoration; and 6 to develop, demonstrate, and evaluate ecologically sound forest restoration techniques. The expiration of SRS will create dramatic budgetary shortfalls if Congress fails to renew this long-standing federal obligation to county governments.

When such a payment is requested and the resource advisory committee agrees to the expenditure of funds for this purpose, the Secretary concerned shall conduct environmental review, consultation, or other compliance responsibilities in accordance with Federal law and regulations.

The percent payments to states, is an amount equal to the annual average of percent of amounts received for the applicable fiscal year and each of the preceding 6 fiscal years from each national forest.
